On industry's concerns over high spectrum prices, the minister said, "TRAI is consulting...Let TRAI consultations end and let them give their final report. That is the right time, I should speak".

He said the government will come out with circulars on the decisions taken as part of the package; the fine print of AGR redefinition will come in 2-3 weeks, he said. Notably, the FinMin is working on the details, and it will remove the non-telecom items as part of the AGR.

"The thought process behind this reform package is looking at next 25 years timeframe...what are the corrections we need to do, what are the reforms we need to do, structural changes we need to make. All that should lead to benefits for the weakest sections of society, and better facilities for those marginalized and living in far-flung areas," the minister said.

On Wednesday, the Union Cabinet had approved a much-awaited, and unexpectedly benevolent relief package. Vaishnaw said, "today's reform package is good enough for ensuring competition, definitely it is good enough for survival of the players and making sure this is a healthy sector where competition stays robust...I honestly believe once we do a little bit of more changes that are there in pipeline, more players will come".

"All the three big players feel that this was absolutely what was needed," the minister had added.

He said that the government aims to facilitate inclusive growth and protecting customers. As such, the telecom sector needs to be "robust and healthy"; participants have to believe they can make more investments, he said.
