Exactly two months after taking the additional charge of the Union Ministry of communications and Information Technology, Kapil Sibal had proposed a 100-day action plan to transform the communication and Information and technology industry into a better “Technology enabled, self reliant robust market".
The minister's proposed 100-days agenda for the department of telecommunications, department of Information technology and department of Posts has now completed its deadline and now it's time to take a sneek peak into his proposed plan of action and its actual achievement.
The 100 day's agenda for the DoP has largely been left unachieved with a long list of pending tasks.
Action Plan 1:The first set of action plan was to have a customer interaction managment solution that can facilitate 24x7 transactions for customers through web portal, call centres and ATMs.
Achievement: Though the vendors have been shortlisted, the intial step of floating the Request for Proposal( RFP) of the vendor has not been done. RFP will be issued by April 15, 2011.
Status: Partly complete
Action Plan 2:To have a mail operations solutions that will provide full article visibility across the supply of chain, improve revenue generation through new services/products as well as increase the number of delivery channels for services/products.
Achievement: Though the vendors have been shortlisted, the intial step of floating the Request for Proposal( RFP) of the vendor has not been done. RFP will be issued by April 15, 2011.
Status: Partly complete
Action Plan 3:To have an enterprise -wide human resources managment solution and finance & accounts solutions in place that would enable one single source of data across Department of Posts by online data capture and real time reconciliation, centralized payroll processing and streamline department'd recruitment process.
Achievement: Though the vendors have been shortlisted, the intial step of floating the Request for Proposal( RFP) of the vendor has not been done. RFP will be issued by April 15, 2011.

Action Plan 4:Banking and Postal Life Insurance Solution to ensure to Centralized processing of transactions/data, ATMs, Mobile Banking and Real time Banking. This will also enable e-commerce and web channels for customers.
Achievement: RFP has been issued. Technical evaluation of Banking Solution will be completed by April 30, 2011.
Status: Partly complete
Action Plan 5:Change Management for the India Post that will focus on effective management of change in technology and business process as a result of introduction of the IT solutions.
Achievement: RFP has been issued. Process of evaluation of bids is going on. Technical bids evalaution will be complete by 25th of April 2011.

Action Plan 6: Computerization of Posts Offices
Achievements:The aim was to computerization 9,600 posts offices by 31st of March 2011 to improve the services being offerered abd avoid errors . Till date only the suply order on DGS&D has been placed and the supply has commenced. However the complete computerization has not yet taken place.

Action Plan 7: Launch of white label pre paid card
Achievement: The Aim was to launch of white label pre paid card to leverage cash handling expertise and the network of India Post in order to facilitate non-cash based transactions for purchase of products and services at retail outlets .The DoP has got the necessary approval from RBI.Partner banks are awaiting approval from RBI to alunch the pre paid card.The card is expected to belaunched by 15th of May, 2011.

Action Plan 7: Launch of domestic flat rate parcel boxes
Achievement:The aim was to launch Pre-paid parcel boxes for domestic parcels for 1 Kg, 2.5 Kg and 5 Kg. The parcel Box has been launched on 4th of February 2011. The service is available in all 807head post offices in the country which will be further expanded to sub posts ofice in the second phase.
Status: Complete
Action plan 8: Upgradation of speed post centers
Achievement: 17 more Speed Post centers to be equipped with handheld scanners and bar code readers to provide better track and trace facility to the customers. All the 17 centers have been upgraded.

Action plan 9: Expansion of passenger reservation system in Post Offices
Achievement: The aim was to extend the passenger reservation system to 71 new locations by 31st of Dec 2011. The target of extending the facility to 71 more post offices could not be achieved as the railawsy ha to provide a dedicated connnectivity and infrasrtucture at each location . Matter is being taken to expedite the instatllation process.

Action Plan10:Financial Inclusion
Achievement: The aim was to underwrite 45 lakh Micro-Insurance policies in Rural Areas.46.62 Lakh Micro-insurance policies have been underwritten in rural areas as on March 31, 2011.
