Saran was instrumental in convincing the government about the
massive requirement of bandwidth and to allow private ISPs a limited freedom to
use foreign satellites and Ku-band for international Internet connectivity. This
opened new opportunities for ISPs as they were able to use foreign satellites to
the Internet via satellite through their own gateways and also provide services
through VSATs.

He was also part of the Group on Telecom and gave vital inputs for the new
telecom policy. He also coordinated the Y2K compliance for DoT and worked
towards making all 25,000 switching systems compliant. He also played a role in
setting up of an Internet exchange facilitating transfer of call from one ISP to
another. He is also a recipient of Padma Shree award for his contribution to
Indian telecom.
