Even though he did not hold any formal designation in India's telecom
bureaucracy of the time, he is widely seen as promoting the cause of limited
mobility for WLL, even though the issue had been struck down by the TRAI. This
alleged act brought him to the popularity or notoriety in India's telecom
circles. His other contribution to India's telecom revolution was when he
headed the Steering Committee on Communications and Information, which was
constituted by the Planning Commission of the tenth Five Year plan. The basic
objective of the committee was to recommend on various policy matters. In 2002,
he stated in the report that India's telecom sector required huge investment
in telecom and the role of the private sector cannot be negated. The
recommendations of the committee can be traced behind the increasing of FDI
limit and reduction in revenue share.
