MTS appoints CEO

Mobile TeleSystems appoints Andrei Dubovskov as the President and Chief Executive Officer of Mobile TeleSystems. In his new position he will take up the responsibility of executing strategic priorities of the company from Russia and CIS markets.

Andrei Dubovskov has been MTS since 2004. He was the head of the head of the Company's operations in Nizhny Novgorod. In 2006, he headed Macro-region Ural. In the year 2008 was the head of Business Unit MTS Ukraine, the Company's second largest business unit in terms of revenues, where he was successful in drastically improving its operating efficiencies and strengthening its market position.
