Sinha, CMD, BSNL, retires end of July. Kuldeep Goyal is expected to
takeover from him. However, no official announcement has been made as of yet.
During Sinha's tenure, he has been known more as a survivor; he worked under
severe constraints that are generally associated with a PSU. Though nobody
denies that he ran the behemoth honestly, his critics say that had he been more
aggressive. The ex-lecturer at Bihar College of Engineering, Patna, joined the
Indian Telecommunication Service in the year 1969. He is BSc (Engineering)
degree holder from MIT Muzaffarpur. Sinha has wide experience in installation
and commissioning of various switching systems in the network of Calcutta
Telephones and Delhi Telephones. While working as divisional engineer
(Installation), he was instrumental in commissioning first C-400 type Japanese
Telephone Exchange in the network of Calcutta Telephones and thereafter in MTNL,
Delhi Telephones. He has worked as GM (Development) in MTNL Corporate Office as
well as MTNL Delhi Telephones. He has also worked for three years on deputation
to the Telecom Department of Government of Nigeria as principal engineer
training. He has worked as chief general manager of Andaman and Nicobar Island
Telecom Circle and Jharkhand Telecom Circle. Sinha joined as CMD, BSNL, on
September 2004. Prior to joining BSNL, he was working as Sr DDG (Switching) in
BSNL Corporate Office.
