Dr Seth started working with the DoT, in telecom research and
development for 18 years at the beginning of his career. Thereafter, he was
associated with planning, operations and maintenance of services, and has been
closely associated in the formulation of policy documents for the DoT and vision
document for MTNL.
He has worked closely with the eminent jurist Mr Fali Nariman
providing technical inputs in the drafting of the Communications Convergence
Bill, 2001. He was the founder chairman & managing director of BSNL, where
he pioneered BSNL's cellular mobile service. He subsequently worked as a
member Telecom Commission of India. He joined TRAI as a full time member on the
10th March, 2003 on a three-year tenure.
He pioneered the concept of Unified Licensing, which was
enthusiastically received by various countries. He has also prepared a white
paper for the National Knowledge Commission outlining the approach to a
broadband network —The Knowledge Net—with access speed of at least 100 Mbps
to various organizations.
