UP govt floats RFP for 26.62 lakh tablets

The Uttar Pradesh government has floated international RFP to procure 26.62 lakh tablets in 2013 and has entrusted the task to UP Electronics Corporation Limited (UPLC).

The UP government is planning to buy tablets over a period of 240 days (8 months). First, lot of 5 percent of ordered quantity in 60 days. Second, lot of 5 percent in 61-90 days. Third, lot of 10 percent of ordered quantity in 91-120 days. Fourth lot of 20 percent of ordered quantity in 121-150 days. Fifth lot of 20 percent of ordered quantity in 151-180 days. Sixth lot of 20 percent of ordered quantity in 181-210 days. Seventh lot of 20 percent of ordered quantity in 211-240 days.

In the RFP, The government has finalized of the tablets: Android 4.0 ICS or Later/Higher or Windows OS; 9.7 inch diagonal size or higher capacitive LCD, multi touch display intensity to support at least three level of intensity. Display should be readable in daylight in-room lighting conditions and preferably shopuld also be readable in shade outdoor in daylight; and display resolution of 1024 x 768 pixels or higher, 24 bit true color or better display.

In terms of applications, the tablet should help in learning, internet browsing, viewing video lectures, viewing documents, word processing, social networking, entertainment, preparing for exam/tests, and interactive learning.

As per the eligibility criteria, the bidder or prime bidder in case of a consortium should have successfully shipped at least 600,000 tablets/laptops/PCs/mobile handheld devices within the last 3 years to clients/dealers/distributors. Also out of the above mentioned quantity atleast 10 percent ie 60,000 tablets exclusively should have been shipped within the last 3 years to clients/dealers/distributors.

The company also has to keep spares of the value of 2 percent of the cost of tablets with provision for repair and replacement of components including touch screen display, main PBA/PCBs/ICs or tablets in entirety.

The selected bidders shall open or authorize a service centre in all 313 tehsils of Uttar Pradesh. In case the bidder has no presence in above mentioned locations, the company shall establish the same within 30 calendar days from the date of notification of award of contract. The service centres shall be manned by at least two qualified engineers and one call coordinator. The selected bidder shall provide prompt after sales support and shall attend any complaint as soon as the student brings his tablet to the service center.
