Huawei, ZTE India Units to Get Trusted Telecom Portal Access

The Chinese vendors have started the process after the NCSC made a clarification last Friday. As a result, both the Chinese vendors are working now to get the paperwork done as fast as possible.

The NCSC said, "in cases where a TSP plans to procure through a NIR OEM, and the NIR OEM has an India Registered entity, then the NIR OEM (parent entity) can nominate its India Registered Entity to interact with the Trusted Telecom Portal through its authorized Nodal Officer. The Letter of Nomination should be ink signed by the authorized signatory of the NIR OEM and supported by an appropriate Board Resolution of the NIR OEM empowering the Authorized Signatory".

The NCSC added, "the nominations so received will be scrutinized and upon acceptance of the same, the Nominated Nodal Officer of the India Registered Entity of the NIR OEM will be allowed access to the Trusted Telecom Portal to provide required information on behalf of the NIR OEM".

The NCSC has reached the decision based on the feedback and interactions with multiple stakeholders and inputs received through COAI.

What is the Existing Process?

The designated authority added that it has revised the process regarding regarding input of data in the TTP.

If a telco procures equipment from a NIR OEM or vendor, it provides details of the same on the TTP. However, the telcos need not do it in case the OEM/vendor is registered in India; in that case the OEM/vendor will provide the details on the portal.

The telecom department had last month asked all licensees to appoint a nodal officer. This nodal officer will access the portal on the companies' behalf, provide inputs, and coordinate with the NCSC. After this, Huawei and ZTE appointed respective nodal officers for the same.

For now, the telcos, along with Nokia, Ericsson, Cisco and HFCL have access to the portal. However, there are still many local and global vendors that haven't received access.
